Some of the UE-ROMs in the list are included even if they are not confirmed.

That's mostly because:
-they're made by EA.
-they are so popular they would have been released if they were different. (Like Golden Sun 1/2)

Of course, of these I can only be 99% sure.

These roms aren't 1.1.
Only 0374 has the version byte set to 1, but this dump is a known hacked pirate version.

I totally agree to Connie. This dump could be an EURO version with an US serial. The previous versions always had UK and US English on the language selection screen. This time it's only UK English AND Netherlands! We need a dump of the US version comin' on October 12th to confirm this!!!

Maybe, but I wouldn't trust anime sites this much. For example the Japanese title of "Full Metal Panic!" is "Fullmetal Panic!", though not much anime sites write it like that.
Also, AniDB contains a lot naming errors. For example I've recently corrected the title from "Jubei Ninpucho" to "Juubee Ninpuuchou" (Ninja Scroll). A LOT sites write the title "Jubei Ninpucho", though the correct reading is "Juubee Ninpuuchou".
It doesn't matter what title is worldwide known (which is often wrong/incomplete). Only the real correct title matters.

Seems like CUE is right - although the game has a generic euro-serial and is multilanguage it seems to have just been released in germany for unknown reasons. Even the Shinen-hp lists only a german release. I don't know if it will be released later in whole europe like the first one.
