Or maybe even without (v1.x), because there's not more than one version in each territory.

Until a v1.1 can be dumped and verified as from the USA, I would use (E) and (U)

the publisher change is what is getting me, is one an E and the other a U or is one a newer version?

You have the USA-version and the old one is a confirmed good dump from Europe with USA-serial according to xuom2, so you have a new ROM, which should get its own release-number.
